Keep Cambié la licencia a {{PD-VenezuelaGov}} porque ese logo fue creado (generalizado) por el sector público según el último párrafo de la licencia en Venezuela (Artículo 325 LOTTT) dice:"La producción intelectual generada bajo relación de trabajo en el sector público, o financiada a través de fondos públicos que origine derechos de propiedad intelectual, se considerará del dominio público, manteniéndose los derechos al reconocimiento público del autor o autora."Además no se puede remover si ese logo fue creado por el sector público (en este caso por ejemplo Gobernación, Alcaldía, etc.) La única excepción por la que los Logos no se puede subir a Wikimedia es que si un sector privado creará esto, entonces el copyright es de el. That's totally unnecessary, as it's trivially easy to copy and paste the correct information from one file page to the other, nor is renaming a problem. That applies to different file types. It is non-free on the English Wikipedia and would not meet the non-free usage criteria (#8) for the two mainspace articles. It's use in the draft is also not allowed as non-free content is can only be used in article space on not drafts. Das Wappen wurde vom Verschönerungsverein erstellt und ist laut diesem gemeinfrei. (Siehe: Hohe Wappenrolle von Woltersdorf, 2021, S. 32) Ich habe eine Version dieser Wappen für Wikipedia erstellt. Das Wappen wurde vom Verschönerungsverein erstellt und ist laut diesem gemeinfrei. (Siehe: Hohe Wappenrolle von Woltersdorf, 2021, S. 32) Ich habe eine Version dieser Wappen für Wikipedia erstellt. Keep. Per the threshold of originality page, "It is usually impossible to determine whether a specific image is within the threshold of originality without a judicial decision." A reasonable interpretation of the precautionary principle supports keeping the file, as there is not "significant doubt" about the file's freedom, other than Jonteemil's unexplained opinion that the file is "too complex." Respectfully, and while assuming good faith in the nominator, although the nominator may believe this to be to be the case, the nominator is not a judicial body. COM:TOO US is probably the most well-described TOO page of any country on Commons. Looking through it, there are several examples of logos that do, and don't, meet the threshold. Judging by that, I'd say that it's pretty evident that the logo in question belongs to the category of logos that are above the TOO. There are too many elements in this logo that even by their own are pretty complex, e.g. the ribbon at the bottom with its curls at either side of the middle part and of course the building in the middle. That said, of course we can't be 100% certain that a court of law would deem the logo above TOO but the precautionary principle would more often than not be an argument for deletion, rather than against.

The argument in the end, that a court would never try a case, is invalid per the policy you yourself refereed to: COM:PCP.

In the US copyright isn't, afaik, automatic, i.e. you have to apply for copyright protection. Given that, I don't know if the logo, regardless of the TOO, perhaps might be PD for reasons regarding a lack of a copyright application. But that I don't know.
